Meta’s On-Device Conversion Measurement: More Conversions, Same Sales?

From November 12, 2026, the Meta Pixel will start measuring some conversions right on shoppers' phones and computers, through the "Measure conversions on customer devices" setting, which is already switched on.

What does the Meta Pixel change from November 12?

Meta has scheduled the "Measure conversions on customer devices" feature to officially switch on from November 12, 2026.

Meta sent its notice to advertisers in mid-October 2026, and the toggle is already showing in Events Manager, so you can check it or turn it off before the system applies it automatically.

In the settings panel, Meta explains the feature like this: "With this feature on, that measurement happens on your customer's device instead of exclusively on Meta servers." Note the word "exclusively": Meta's servers are no longer the only place measurement happens, which means a device-side path runs alongside the existing one rather than replacing it.

Meta's notice to advertisers was reported by Wortfilter on October 18, 2026:

  • The feature aims to recover conversions that are missing from campaign reports because they never make it back to Meta.
  • The order is matched to the ad on the shopper's device, using information the customer already gave the business (such as an email address) plus temporary, non-identifying device data. Both stay on the device.
  • Meta receives only two things: that an order happened, and which campaign gets credit.
  • The feature applies to datasets that are sending events (a dataset is Meta's name in Events Manager for a Pixel or Conversions API connection), and you can turn it off at any time in each dataset's settings.

MetricMaven, citing Meta's Help Center, says the feature is on by default for eligible pixels, the toggle sits under Events Manager > Data sources > select your pixel > Settings, and the attribution window and attribution model both stay the same. What changes is which orders Meta can connect to an ad.

After this change, ROAS can look better while orders stay flat.

According to PPC Land (an article by Luis Rijo, published October 27, 2026), the numbers in Ads Manager could go up even if nothing changes in your store.

So does a better ROAS after November 12 mean your ads are performing better? Not necessarily. Meta may simply be crediting your ads with orders that had already happened.

A recovered conversion is an order that really happened in your store; Meta just could not link it to an ad before. The numbers in Ads Manager can go up without anything changing in your shop. The attribution rules stay the same, so as Meta links more orders, reported orders can rise, CPA can fall and ROAS can climb, while total orders in Shopify admin stay flat.

Meta has not answered two questions yet:

  • Whether recovered orders are used for bidding, or only show up in reports.
  • Whether order value comes through, or Meta only counts orders. @drsnow also notes that ROAS only rises if order value is recorded.

The timing is the tricky part. If Meta-reported orders suddenly jump in mid-November, right before Black Friday, it is easy to read that as campaigns "taking off" and raise budgets to match. Without a baseline from before November 12, you cannot separate what comes from the new counting from what comes from ads that really got better.
